>> >> a powerful outside compliance director is now set to oversee the oakland police department. >> reporter: this story dates back to 2000 when 119 citizens sued the oakland police department accusing police officers for making false arrests and planting phony evidence between 1996 and 2000. three years later, a settlement was reached, calling for 51 reforms of the police department. the plaintiffs then claimed the reforms weren't being met fast enough. so they sought a federal receiver to oversee the police department. last week, all sides agreed to instead appoint a compliance director to oversee the reforms. the city of oakland released a statement on the judge's approval of bringing in a compliance director saying "with this signed order, we look forward to continued and enhanced collaboration with the court." an attorney who pushed hard for a compliance director says he's pleased. he says this allows the federal judge to have more control over the police department. the compliance director will have the power to demote or fire the police chief. this person will also set an

the board votes and they are holding a press conference tomorrow at 10:00 a.m. in oakland. >> you know if they are controversial in iraq and pakistan you know they will be controversial here. no matter what the purpose. >> reporter: absolutely. >> thank you. >>> new tonight at 11:00 a woman in a wheelchair run over by a muni train today and she is in the hospital. the woman was hit by a f market train at 5:30 p.m. tonight near church and market streets. police are investigating whether she leaned forward towards the train or if she fell. witnesses say the woman was dragged and trapped under the train. firefighters and police had to use a special tulle to lift the -- tool to lift the train and pull her out from under it. >>> more trouble for muni tonight. a power outage knocked out underground train service. you see the workers making announcements there. no estimated time of service restoration and the bus shuttles are available for stranded muni passengers. that is between the embarcadero stations. crews will work throughout the night to get the power restored before the busy morning

city, oakland, all light rain. but the heaviest is in the overnight hours. >>> the wet weather is already causing some concerns for residents in san rafael. reggie kumar is live in the downtown area. >> reporter: the rain is already coming down here at a pretty steady pace. phone service was knocked out to some residents from the previous storm. but that service has since been restored. crews are still digging out from the previous storm. they're hoping this latest one doesn't pack a punch. at&t crews were hard at work drying out the phone lines near 3rd street in san rafael. tuesday night's wet weather wasn't helping while workers used this hose to blow air underground to dry the lines. some who live here are still dealing with a muddy miscellaneous left behind by sunday's powerful storm. >> i got slammed, and my basement and storage shed got a couple of inches of mud. digging out, drying out. >> reporter: some residents in west marin tell me these large trees are a reminder of what happened here on sunday. the trees fell across the roadblocking access for several hours. this

's bomb squad shut down a section of oakland today in an attempt to remove old t-n-t. this is video from abc 7 news. police shut down 37th street between market and linden streets. some residents were evacuated after police learned someone wanted to turn in some old t-n-t from world war two. the bomb squad was called in to remove the more than five pounds of the explosives. police also had to close off the 900 block of 36th street at market. >> jacqueline: we have seen their rainfall taper off and clearing skies. however, some clouds have been streaming which credit possibly help with the chilly conditions which is already very cold temperatures away from the coast. with even frost conditions in the morning but rainfall returning. your complete forecast, coming up. >> portions of the great highway in san francisco flooded during last night's strong storm. right behind me is the northbound side before lincoln avenue. both lanes are filled with water.and drivers are forced to use the center divide to pass. kron 4's reggie kumar shows us why the city closed the southbound side to traffic. >
